a bit watery but removes makeup fairly effectively ... with a little effort -- only works for products that are NOT water-resistant due to it's gentle cleansing ingredients -- causes no eye irritation...

Gentle herbal eye make-up remover by Eminence which easily removes mascara without any effort. Although I haven't tried it with waterproof mascara, I like the way the product feels on my brows and eyes....

Directions

Saturate a cotton ball with product and gently wipe over closed eyelids until all make-up has been removed. In case of direct eye contact rinse eyes with cool water.
