Answer From your description, it could be a number of things. The bumps could be clogged pores, which means you would need to use a good exfoliator. They could also be keratosis pilaris or some sort of rash, but you didn't mention redness or irritation, so more than likely they are clogged pores. I would recommend using a daily exfoliator that's mild to start with. Dermalogica Daily Microfoliant is a great one.
