49 y/o extra dehydrated skin and hair and nails from medicine

Q Hi, I am having incredibly dehydrated skin from the medication I am taking. No amount of water or healthy foods make a dent in what is happening to my skin, hair and nails. I also have hyperpigmentation and hypOpigmantation. The hypo-p is a result from using the Obagi FX line too long (many years ago). The Obagi system worked beautifully on my skin about 10-15 years ago until the last season I used it caused the hypO-p. So, along with aging, sagging skin more than wrinkles and the extraordinarily dry skin and pigmentation issues.... I do not know what to do. The thickest creams (even heavy creams designed for very dry body skin during the winter sink into my skin immediately. Admittedly, out of desperation I have put such body creams on my face and my face drank it up like crazy. It helped my skin some with rehydrating but broke me out and made my makeup go on weirdly (both I pretty much expected - but I am desperate for serious hydration.) Oil serums do little to help and actually dry my skin more in some ways. It’s like my skin needs water to plump my cells up and oil just sits on top. I have tried different hyaluronic acids and found not much benefit. My hair is exactly the same way and my nails. Help. Please. And I am just going through a divorce after having been married for 25 years and the stress isn’t helping my body, either. But I am on a fairly tight budget now and prefer not to break the bank unless the products are absolutely superior to anything else available that can help alleviate my troubled skin, hair and nails.
