Dehydrated, Flaking Skin

Q I have struggled with dry skin for my entire life. I am 25 years old and I live in the Mississippi, which usually means a humid climate, but during the winter months the air is so cold and dry that I can literally feel my skin tighten when I go outside. The current weather equals my face looking like a snake shedding its skin constantly. I am doing everything that I know to do including upping my water intake, washing my face at the sink with warm water instead of in the shower where the water would just scorch my skin, I am religious with my skin care routine which includes vitamin C serum, maracuja oil, a water based moisturizer, etc. I understand that exfoliation is key but I try to only exfoliate once or twice a week when the skin around my nose is so flaky that I can’t get it off any other way. I’ve never really struggled with bad acne until the past year & a half - two years. I tend to break out once a month and the bumps are red very full of clear liquid which I assume is sebum and they like to linger for longer than they should after they’ve run their course. I feel as though I am in a lose-lose situation though because any spot treatment or clearing/clarifying mask/treatment that I’ve used just ends up drying my skin out even more which sucks because I know that your skin needs some moisture to heal. Anyways, I am literally at a loss. I don’t know if I need to add something to my routine, take something away, HELP
