Hyperpigmentation / liver spots due to thyroid issues

Q I am outside 24/7. Wear elta sunscreen it’s great. Live in South of Houston were currently it is 70f when your freezing. My spots grew recently and became darker in winter. I have used Obagi complete system and there vitamin C 15% serum with no change 2 years. Would like a budget friendly solution that actually works for my 48 year old self. Skin is usually thirsty, keep in mind we sweat 90% of the year continuous. Recently, had to increase Armour thyroid because I became more hypothyroid. Consider my skin sensitive, signs of collagen loss near lips and crows feet and sagging eye lids. The spots make me look 65, when I am not. 5’6 110lbs, walk 9-19 miles per day and eat lots of fruit!
