White lines on neck/almost like scars?

Q A girlfriend of mine has these white lines on the back of her neck near a tattoo. They almost look like scars from where a cat would have scratched her. They are very close to a tattoo that is about 4 yrs old. They did not appear until about a year or 2 after the tattoo was done. There about 2 to 3 inches long, and peak about to an 1/8 of an inch wide. Off and on at the end of one of the lines it seems it will almost blister like a pimple, but that comes and goes. I have heard of a type of bacterial infection from tattoo's, but only a few cases, mainly in prisons. But I was there when the tattoo was done and it was a fresh needle and fresh ink! She's been to one dermotolgist, and she couldn't ID it. So I'm sending her to mine, but there's a two month wait for new patient's. Can you help???

Issues like this are hard to address over the internet, and cannot be diagnosed at all, only opinion based answers.
